Ok I have a 82 Scrambler. When I turn on the ignition it goes to full fuel. I assume it is a grounding problem. Am I correct? if so where do i look first. Underneath by the full tank?

First I would check gage connections. Then follow the wires back to the tank. That way you don't miss something. Did unhook the gage lead to see if it goes to empty?
 
Yes the guage goes to empty when you disconnect the lead. So would that be a faulty ground? Is the ground in the raer by the fuel tank?

It sounds like a bad sending unit.
 
X 2 on a bad sending unit,and yes the sending unit is grounded at the tank
 
See if you can get hold of connection at sending unit Disconnect it if gage goes to empty sending unit is bad if not you have a short in wiring harness
