Looks like the frame has numerous patch plates welded to it. One section of frame (top portion) has a rot hole. Better off finding another frame in better shape. Unless I'm wrong, it doesn't look like a Matkins frame.

I've also heard of it happening when someone replaces the mc and they got a shaft (goes between mc and booster). If the shaft is a hair too long, the brake fluid expands and the front brakes drag. Simular to Kane's answer.
Sounds like the proportionate valve may be clogged (portion going to rear brakes). I was thinking along the same line as you. Loosen the rear brake line (from M/C at the valve) and see if you can get it to bleed at the in part of the valve. If that works try loosening the brake line at the...

Personally I would not recommend putting silicone sealant or any sealant. Just a good coat of paint. Silicone sealant will have little gaps, nooks and crannies that the water can become trapped it. This will work to break down the paint. You notice their is no sealant between fenders and...

Could the water pump be going bad. If the bearings have some slop. With the other belt on you wouldn't notice it. With the new belt on and tightened it could pull the water pump pulley (just off enough so the belt doesn't line up exactly. Worth checking.
