    I assume I’d need to get to the back of it to get the cluster out. There’s an aftermarket AC there as well so that’s probably out. I need to take a picture of this very precisely executed Jerry Rig the PO did to the windshield nuts. I honestly have no clue how he did this.

    Well I think that was it. Just shaving down the outer edges made a huge difference. After wrestling with this particular brake assembly for what seems like days, I am going to see how it does before taking it all apart to do the inner edge. Thanks for the suggestion!

    Yes that is the part along with the spreader bar which is the thing towards the bottom of your diagram that looks like a double ended crescent wrench. Do you happen to have a part# it could cross to? And thank for looking!

    Forgot to circle back here with the solution - it indeed was the rod - I had to tweak it a bit, it wasn't pushing the starter switch quite far enough to fully contact. Thanks everyone! Hopefully this helps someone else.
