Could be the fog light relay connector but after looking it up, the oem style shows to be a cross-shaped 4 wire connector (see pic), where the one I found is a flat 4 wire connector.
Wow nice detail FLCJ8. Thank you very much for the schematics. I narrowed it down to a weak ground...we got noise! The old horn was bad however, I tested it by hooking it up to the battery and nothing.

Now onto the second issue.......time to fix the horn. Cant seem to get a 12v signal from the horn wire. I replaced the horn and the horn relay. I'll keep at it, but if anyone knows of any common CJ horn issues, please let me know.

Spankrjs, You are a genius! The ignition has long mounting holes and I just had to slide it closer to the steering wheel to get max throw (sliding action) on the ignition switch. Now it returns to the run position AND it starts! Wow. I diassembled this thing 2 or 3 times to try to fix thing...
