82 WT front shock mounts

After removing my engine and taking care of some rust, I realized the front shock mounts were pretty rusty. Well I think they were since a lot of the rust looked like mud. There is no way for the water and muck to drain in the factory configuration. That leads to my question:

How thick should the bottom part of the shock mount be? The part that connects the shock mount to the frame.

Would placing a washer as a spacer work? This should allow the water to drain and prevent rust.

When I tore mine down, on one side it was full of dirt that had turned to metal from the frame. Had to do a frame patch under it. I just drilled a hole at the bottom of the shock mount for water and dirt to drain out. Should have drilled a little lower, but I figure I can rinse it out now.
