B pillar and spray foam!

So I’ve been collecting parts to work on my 85. I purchased a few body parts from Classic Enterprise and decided to tackle one of the repairs needed. The driver’s side lower interior B pillar had a view rusted out holes. I noticed some foam inside and knew someone screwed up. Now this is my first attempt to do any type of body work. So, I careful measured and marked everything and cut the old piece out and this is what I found. I don’t understand why someone would do this.

A little knowledge can be a problem; Not realising spray foam is porous, they obviously learnt the basic rule of physics that two objects cannot simultaneously occupy the same space at the same time. Therefore, by filling the space with foam, neither water nor rust could also occupy that space. Sheer brilliance.... but for that porosity thing.

I once had an old Land Cruiser on which the previous owner had "fixed" the rust with foam. He hammered in the rust holes, filled them with foam, then shaped it and coated it with Bondo. Once painted it looked great. For about a year. I couldn't believe it when i got the foam out. I've never been had like that again.
