Dash panel

Hello,

I removed the panel to repair a couple of things behind it. Now im thinking I want to prep and paint it while I have it out. Anyways, I have a question. Do I need to seal the top portion ( where it folds under the windshield frame)? It had an rtv looking sealer before, which probably contributed to the rust in that area.

There should be no reason to seal the dash to the tub.
The PO may have tried to help overcome the windshield seal leaking.

It sounds like the silicone sealant used was acetic curing (vinegar smell while curing). This will cause corrosion on metals.
Anytime I use silicone sealant on metal I make sure it is "neutral cure" to prevent corrosion.
