My floor

I'm worried about my floor. Passenger and drivers side. 15 years ago I did a poor job of protecting the floor. I didn't think so then but see it now.
Any recommendations on how to fix properly. I'm not very interested in rhino lining for example.
I was thinking of stripping it down and properly prepare it for paint.
Here's what it looks like now.

Thank you. To test, I sprayed the worst area with ace rust stop. Then topped it with rustoleum.
I see Eastwood makes a rust encapsulator. I can strip the whole floor the paint it on. Does that sound about right?

I trust eastwood, remove rustoleum, then put on ecapulator. They make a spray and brush on. Just wire brush loose rust off, no need to remove. Don't forget to do back side
