RUST! remediation ??

WEll i took everything out of the bed and discovered some significant rust in the corners, not through, not close to through but lifting the paint off and on its way to being a problem. Id like to nip this in the bud now and initially thought Id get some POR 15 ordered and seal it with that but then was thinking that maybe a rust converter applied first would be wise then apply the POR over that to seal it. Any thoughts? Better approach?

If you have one or access to one a small HF type sand blast rig will take it to grey metal. It's at that point that you can epoxy seal then prime and paint. This can be done fairly neatly without disturbing/damaging the surroundings. Best way to do it. If it's not grey there's still rust there.
