I've never actually seen him, but sometimes when you're stuck in that nasty black, Pine Barrens muck, you'd swear he was under there hanging onto your axles.
Honestly, a lot of people swear they have seen him out there. They have regular "hunts", where they go in looking for him. If you ever get lost in the Pines at night, it is a dark and creepy place. Lord only knows wht lives out there.
