It is a trim ring and probably on eBay... they crack, not sure if they remake these in the aftermarket

Keep in mind there are two different ones. One like in your parts diagram that fits the 3-hole per spoke wheel in the 70s, and the one that fits 80s CJs and YJs. The difference is in the openings that fit around the spokes. Openings in the early ones are wider to fit around the wider spokes.
