You have a very unusual situation going on if your measurements are correct. Make sure you don't have the attachment to the pedal(The adjustment on that side) too long which then would be "applying" the brakes. I have seen it before where the threaded rod into the clevis was pushing on the pedal...
Use a Camaro/F-body, LS3 Camaro, or the Holley retro fit pans. The latter of the two works well. You can use an oil cooler bypass plate depending on how you run your exhaust for clearance. I have drilled and tapped the aluminum base of the original OP sensor at the back of the intake before too...
The factory tach is current triggered and the HEI is a square wave output so you would have to use an adapter to get the OEM tach to work such as this one below-
