Big cam=low vacuum. Vacuum boosters do not work well with under 20" of vacuum. The best thing you could do is install a hydroboost brake booster.

You have a very unusual situation going on if your measurements are correct. That was my understanding also when I was looking for power steering pump information when I was building the Project 1/2 scale.

The Volvo PS pumps were variable speed and were run by the CAN bus. If you do not have a driver for the pump, it will run at a low default speed.
