Drill first, if that doesn't work get out the torch. Once you put the torch to it you won't be able to drill it.
 
Why ever bother to drill ? Drilling bolts out isn't fun time wise. Heat to orange color and vise grips on the exposed end ? This advice is using an oxy setup tho when you can get it that hot.

Jerseys right. Only thing I would add is to wire wheel the threads (make it easier going through the nut and help save the nut).
